Just over 82 per cent of higher education visa applications were approved in the six months to December. That was down from 87.5 per cent in 2022-23, according to newly released government data. Overseas students looking for a study visa are finding it harder to get one. For the past 15 years, application approval rates have run at well over 90 per cent. The success rate for vocational education student visas was even more dismal, reaching a record low of 70 per cent in the six months to December. The job of sorting through student visa applications is about to be made more difficult for the government after Canada announced a hard cap on the number of applications it approves. The data reveals that of the 132,000 higher education visa applications lodged in the last six months of 2023, just 98,200 were granted. For vocational education, the numbers are even starker. In the six months to December, of the 65,470 applications, just 33,800 visas were granted. Immigration expert Abul Rizvi said student visa applications were not falling at the rate he expected. Total applications in December 2022 and 2023 were almost identical, suggesting that the government’s reform agenda and messaging were not getting through to its intended audience. “The fact application numbers didn’t fall in December was a bit of a surprise,” Mr Rizvi said. “What that means is that the government is increasingly reliant on refusing applications. We need to get the application rate down so the system is manageable.” The Canadian announcement last week, which triggered a 10 per cent drop in the shares of student recruitment and English-language testing company IDP Education, is set to push expectant students into other competitor markets, particularly Australia. While a raft of reforms – including cancellation of a COVID-19 visa for international students to work, the reintroduction of limited work hours and an increase in how much money students must show they have in the bank – are having some effect, Mr Rizvi said Canada and the UK were going harder which was putting further pressure on Australia. With elections due in Canada, the UK, US and Australia in the next 18 months, politicians in all three countries are acutely aware of rising discontent over record migration numbers and housing shortages. Canada will cut the number of study permits issued to international students to approximately 360,000 in 2024, a decrease of 35 per cent on 2023 levels. From January 1, the UK has banned international students, except PhDs, from bringing spouses and children after the number of dependants entering the country reached 153,000 last September, up from less than 15,000 in 2019. And with students taking about 18 months to make a decision on their destination, the world’s largest market – the US – will be increasingly off-limits to hopefuls from some major source countries, including China. During the last Trump presidency, there was an estimated 12 per cent decline following anti-migrant rhetoric, a Muslim travel ban and more stringent student and work visa restrictions. Although there is a raft of policy reforms in play, which is already having a dulling effect on demand, Mr Rizvi said more clear-cut criteria would take the pressure off immigration officials. Introducing baseline academic record, such as the equivalent of a Year 12 ATAR, would be a simple and effective way of identifying high-quality, genuine students, he said. A number of Australian universities already use China’s National College Entrance Examination, or gaokao, as the basis of student academic achievement.
